Clark graduated from The University of Texas School of Law. He was a co-founder of the St. Thomas More Society. His second year, he worked as a teaching assistant for a 1L Con Law class. He served as Executive Editor of the Texas Review of Law & Politics. Most notably, Clark lost to Rad in the 1L intramural football championship game.

Clark is an expert Texas liquor law attorney. Prior to joining Vela Wood, Clark served as General Counsel at the Texas Alcoholic Beverage Commission (TABC) from 2017-2022. In that capacity, Clark worked with members of the liquor industry in Texas, nationwide, and abroad. He oversaw the development of hundreds of administrative rules and policy advisories, and assisted in drafting legislation that modernized the Texas Alcoholic Beverage Code. He works with general counsels at peer agencies across the country. Clark is also an expert TABC attorney.

At Vela Wood, Clark assists clients navigating through liquor regulatory processes at the local, state, and federal level. Businesses in the liquor industry go to Clark for his expertise and Texas liquor law know-how. He understands how to work with government regulators to find workable solutions for clients and avoid regulatory pitfalls. He brings that approach to a spectrum of state agencies, including the Texas Department of Insurance, the Texas Department of Transportation, the Comptroller of Public Accounts, and the Office of the Attorney General.

Clark is active in the National Conference of State Liquor Administrators, mentors UT law students, and is a fellow of the State Bar of Texas Foundation. In November 2023, Governor Greg Abbott appointed Clark to the Texas Lottery Commission, which controls and supervises the operations of the state lottery and bingo, ensuring that all games are conducted fairly and in compliance with state law.

Clark is from Houston but has lived in Austin off and on since 2000, long enough to complain about it. He and his wife, Lindsay, have a daughter and two sons. Clark likes going to church, playing golf with his kids, and eating food.

You have to attempt things in the first place. Don’t be scared. Mistakes are part of the learning process. How would you ever learn what you love to do if you don’t attempt it in the first place? Or, at least, learn what you don’t want to do. It can guide you to what you should do.
